Blaine was born to Peter and Joanne Badger (nee Cadotte) in Kamsack. He received his education at both St. Phillip's and Lebret Residential Schools. Blaine loved sports and participated in many of them throughout his life. Blaine was a proud member of "Make it Fit" and the "Outsiders" slo-pitch team. He was known as the team backer, defending any fellow team member in many situations. Often making his feelings known. There was one sport though, he was very fond of and that was pool. One of his several highlights with his team "Make it Fit", was many pool league wins, City of Edmonton Premier League Champions and a trip to Las Vegas.

Blaine is survived by his loving wife, of 25 years Renita, his children; Sharalyn, Charles (Eliza), Sheena (Bob), Tori, Richard, his baby girl Jalisa, grandbabies; Emily, Nyek, Charles Jr., Olen, Paris, Quayla, Aliyah, mother Joanne Cameron, step father Brian Cameron, brother Michael (Shiela), niece Michaela, nephews Lleyton and Eric.

Blaine is predeceased by his father Peter Badger, brother Robbie and his grandparents.
